THE CYBER MANUAL MOVEMENT

The Cyber Manual Movement is an independent community initiative developing practical resources for cyber security user information (“information and instructions to the user”) under the EU Cyber Resilience Act.

Our vision is that it's possible for everybody to have a basic understanding of the cyber systems we use. Everybody should be able to use cyber systems without constantly worrying about cybersecurity.

Our mission is to create a de-facto standard for a Cyber Manual that is used by manufacturers and demanded by users for all digital products.

Our goal is to develop materials to create a CRA‑compliant and actually useful Cyber Manual that is free and easy to use for manufacturers.

The movement was initiated by Sarah Fluchs, individual member of the CRA Expert Group and CTO at admeritia GmbH. The Cyber Manual Movement is driven by contributors from industry (both product manufacturers and users), open‑source projects, politics, and academia. It is a community effort, not a commercial product.

No. The Cyber Manual Movement is independent. It is not operated, endorsed, certified, or officially approved by the EU, BSI, any authority, certification body, or standards organization unless explicitly stated.

Our first materials will be published in autumn 2026:

1. The Cyber Manual TEMPLATE with a clean structure that is easy to fill out.
2. An accompanying GUIDANCE document with explanations and the relevant CRA text passages for each template chapter.

They will be followed by:

3. A BOILERPLATE, which is a collection of text blocks for some of the template chapters which you can use to fill in your template.
4. Best practice EXAMPLES that show the template fully populated for a product.

There are two main ways to get involved in the Cyber Manual Movement.

You can become a Supporter by helping increase the visibility of the movement, publicly showing your support – for example by allowing your logo to be displayed on the website – or by sharing and distributing the Cyber Manual Template within your network.

You can also become a Contributor by actively contributing to the movement: providing input, joining a working group, reviewing materials, or helping develop the Cyber Manual Templates further.

Creating a good document is great but making it widely known and used is just as important. We welcome supporters who share our vision, mission and goals and help spread the word – including individuals, companies, industry associations, and policymakers.

The movement is open to the public and everybody can join.
